Dear Mr Thuillez,

Please see responses to your further points within your email in green.

Kind regards
Dear [REDACTED],

I appreciate your response to my concerns. However, there are several points in your reply that necessitate further clarification and discussion.

Plastic Coverings and Fire Safety:

How would setting fire to a sample of the plastic sheet in my water basin, in a controlled environment, be dangerous and put "other residents at risk" but having the same flammable floor covering material across all floors (until today), spreading fire, not putting residents at risk?

Regarding the "highly sensitive fire alarm system" that did not trigger. I assume it is not as "highly sensitive" as you make it sound.

Any action of purposely setting anything on fire within a confined space is a risk to yourself. As I am unsure when you carried out your experiment, I cannot confirm whether this did activate the alarm system as the system does not sound due to the buildings stay put policy. The floor covering is deemed to be a safe protection tool for flooring protection and is intrinsically safe within a non-smoking building. The use of floor coverings will now be reduced as the majority of the external works are complete.

Purpose of Plastic Coverings:

How would plastic coverings *inside* the building protect against *external* construction work? The notion that external construction affects the 5th-floor corridor directly seems implausible. If there is a valid reason, this is not it.

The external works were completed to the road and podium using various materials including sand. This was then being brought into the buildings on people’s shoes. In addition, we recently had workforce accessing the roof so we protected the full building.

Ceiling Leaks and Repairs:

While I can't prove the ceiling did collapse (I only saw and took pictures of the ceiling bits once they were on the floor), the explanation it was removed to repair "a" leak seems dubious. This does not explain why, while the ceiling was open, you didn't also simultaneously fix the other leaks (assuming there was more than one, from what you are saying) present at the same location. As we can see on past video evidence I sent, water was coming out of the ceiling soon after the ceiling was rebuilt. I don't believe you would only fix one of the leaks, and rebuild the ceiling afterwards. You not fixing the water leak in the first place and just rebuilding the ceiling is more likely.

As you can see in one of the videos linked below (about unrestricted access to the building), the ceiling has once again either collapsed or was removed due to "a" water leak, and there is now a big puddle of water in the corridor.

As with any water leaks, there is a process of illumination to locate the source whilst an investigation is ongoing. An external company has recently attended to complete a leak detection survey so we can ensure that the cause of the leak is identified and repaired and the ceiling will be replaced.

Security and Access Control:

In the past few months, I've always seen the door in question open. During the day, or after 5pm, the door is not locked and anyone can get in. I recorded the following video at approx. 7:30 pm (after 5 pm) today: https://youtu.be/pYSUxDydFRM . As we can see, the door is not locked.

I can confirm that I have had the door looked it and it should be operating as it should this evening.

Full sprinkler system:

I have been unable to locate the "full sprinkler system" you are talking about. It is not present within my apartment or anywhere on my floor, as demonstrated in https://youtu.be/u5TWCP9w2mo . I don't see how this full sprinkler system, which doesn't seem to exist, helps against the spread of fire. Have I misunderstood something?

I won’t provide any comment as you have since confirmed the sprinkler system does exist.

I agree with your lapsus when you "strongly dispute claims that we do prioritise the health and safety of our residents". Also, BFRS confirmed in an email you still need to resolve several fire-related issues. Continuing to say there are no issues, instead of assuming your mistakes and fixing them, is not prioritizing resident's safety.

This was typing error in response to your claim which should have stated, “strongly dispute claims that we do not prioritise the health and safety of our residents". If you would like me to comment on your feedback regarding the fire service I will need to see the email you have mentioned.

A recent improvement has been the removal of the plastic coverings on the 5th floor. I thank you for that. I believe it makes the 5th floor safer.

In closing, while I recognize the recent effort to engage in dialogue, especially since the council is CC'd in our email exchanges, it's clear that substantive actions toward resolving issues at The Old Works are yet to be seen. I look forward to seeing tangible improvements in addressing safety and security issues.

Romain, we have made a conscious effort to communicate with yourself since your initial complaint and this involved a teams call with myself and our legal department. I have provided feedback and explanation to all of your concerns on behalf of MCR Homes and the developer and will not be providing any further comment. I would like to ask moving forward that you report any maintenance via our online portal - https://living.mcr-homes.co.uk/ and for any queries related to your tenancy please contact lettings@mcr-homes.co.uk

Warm regards,

Remarks

  • "various materials including sand. This was then being brought into the buildings on people’s shoes.". This confirms for me the plastic coverings were installed to reduce cleaning costs
  • "we recently had workforce accessing the roof". Yes, work on the roof is external work. The roof is not on the 5th floor and I suspect there is no sand on the roof.
  • "provided feedback and explanation to all of your concerns". Except for water leaks, mold, the parking ventilation system, etc. and gave bogus answers for most
  • "and will not be providing any further comment". Formally refusing to answer to safety issues "on behalf of MCR Homes and the developer".
